ADVERTISEMENT FOR BIDS
The CITY OF CLEVELAND will receive sealed bids for the furnishing of all labor, materials and services for the Candies Lane Road Improvement Project in accordance with specifications. Bids will be received until 11:00 A.M. local time, on Tuesday, May 7, 2019 at which time they will be publicly opened and read aloud.
A pre-bid meeting will be held on Tuesday, April 30, 2019, at 10:00 A.M. local time in the Cleveland Municipal Building, 190 Church Street NE, on the 2nd Floor in the City Council Room.
The project consists of the re-construction of Candies Lane from Rolling Hills Drive to about 300 feet east of Inverness Drive for a distance of approximately 1,200 feet. Work consists of raising the road surface elevation starting near Rolling Hills Drive and continuing East approximately 700 feet. Work includes the installation of curb & gutter, the installation of approximately 1,150 feet of concrete sidewalk along the south side of Candies Lane, the installation of storm drainage infrastructure, and the replacement and upsizing of the existing drainage culvert under Candies Lane located approximately 550 feet east of Rolling Hills Drive. The project shall be bid and constructed in accordance with the accompanied plans and specifications.
Plans, Specifications, and Contract Documents for the project may be obtained from Kristi Powers, Budget/Purchasing Coordinator at the Cleveland Municipal Building, 190 Church Street, N.E., Cleveland, Tennessee upon receipt of $50.00 for a hard copy of the bid documents and there is no charge for digital PDF bid documents. Ms. Powers can be contacted at (423) 472-4551 (extension 5333).
The Award and Execution of Contract will be in compliance with Section 103 and 107 of the Contract Work Hours and Safety Standards Act (40 U.S.C. 327-330) as supplemented by Department of Labor regulations (29 CFR part 5).
Each bidder must submit a bid bond in the amount of five percent (5%) of the bid on the form provided and subject to the conditions of paragraph 3, “Bid Guaranty,” Page IB-2. The successful bidder will be required to furnish an acceptable performance bond in the amount of one hundred percent (100%) of the contract price. (See paragraph 5, “Contract Surety or Performance Bonds,” Page IB-3). No Builders Risk is required.
Liquidated damages in the amount designated in the Specification and Contract Documents will be assessed for failure to complete the work within the contract completion time as specified therein. No bidder may withdraw his bid within sixty (60) days after the actual date of the opening thereof.
All bidders must be licensed general contractors as required by the Contractor’s Licensing Act of 1976 of the General Assembly of the State of Tennessee and qualified for the type of construction being bid upon.
All bids must be sealed and plainly marked “Candies Lane Road Improvement Project”. Each bidder shall write on the outside of the envelope containing his bid (1) the contractor’s license number and (2) the license expiration date. If this is not done, the bid will not be opened.
Bids must be submitted on the BID FORM supplied for that purpose. Bids that are mailed shall be mailed and delivered to the City of Cleveland. Attention: Kristi Powers, P.O. Box 1519, Cleveland, Tennessee 37364-1519.
